Main responsibilities

  • Responsible for overseeing Project-related activities, ensuring compliance with legal norms, contractual provisions, technical specifications, executive reports, and work programs.
  • Coordinates and leads activities related to Construction Works, Construction Installations, and Electromechanical Works.
  • Reports the technical and productive progress of the Project to the Project Manager (PM) through daily and weekly progress reports.
  • Verifies the Environmental Management Plan (EMP) for the Project.
  • Verifies the Health and Safety Management Plan (HSMP) for the Project.
  • Implements with full decision-making and financial autonomy, in accordance with the directives provided by the Project Manager (PM), the necessary actions for monitoring and preventing work accidents and ensuring workplace safety and hygiene, respecting the Health and Safety Management Plan (HSMP) for the Project and other risk assessment and management tools on site (e.g., Operational Health and Safety Plans - OHSP), to ensure compliance with contracts, agreements, and applicable regulations. For these purposes, may conclude, modify, and terminate all contracts necessary to fulfill the above obligations regarding accident monitoring and prevention, safety, and workplace hygiene, without any financial limit.
  • Collaborates with Project Manager (PM) / Deputy Project Manager (DPM) to plan and schedule Project activities.
  • Contributes to the development of the Work Program.
  • Contributes to the development of the economic Budget.
  • Informs the Quality Responsible (QR) about identified non-conformities (NC) in the works and proposes corrective actions and solutions.
  • Informs the Environmental Manager (EM) about identified NC and proposes corrective actions and solutions.
  • Collaborates with Quality Responsible (QR) in developing Project Operational Procedures (POPs).
  • Collaborates with Quality Responsible (QR) in developing Quality Control Plans (QCPs).
  • Collaborates with Project Engineer Responsible (PER) in developing Technical Execution Procedures (TEPs).
  • Plans procurements for his/her area of responsibility, regarding equipment, installations, goods, and services necessary for the completion of works.
  • Collaborates in the analysis of received offers.
  • Collaborates with Project Manager (PM) & Deputy Project Manager (DPM) and Project Engineer Responsible (PER) in verifying and examining graphic studies before commencing works.
  • Collaborates with Project Engineer Responsible (PER) in structural design before commencing works.
  • Ensures correct application of operational procedures provided in the General Project Plan (GPP).
  • Ensures correct application of operational procedures provided in the Health and Safety Management Plan (HSMP).
  • Provides technical requirements information to be included in contracts for contractors.
  • Collaborates with Project Engineer Responsible (PER) in developing technical and contractual documents required for permit applications.
  • Manages equipment, tools, and installations used on the site appropriately if there is no dedicated manager for this purpose.
  • Authorizes procurement requests for sectors under his/her units.
  • Ensures proper distribution, archiving, and storage of documents within his/her competence on site.
  • Verifies the Traffic Management Plan (for both railway and road parts).
  • Participates in monthly QHSE Meetings convened by PM until the 5th of each month and reports on:
    • Project performance within his/her competence area.
    • Level of compliance with safety, health, and environmental regulations.
    • Status of training, information, and practical training activities.
    • Non-conformities, corrective and preventive actions.
    • Performance of suppliers, contractors, subcontractors, and third parties.
    • Significant near misses, incidents, and accidents.
    • Availability of necessary resources within the project.

Responsibilities and Tasks in H&S and Environmental Management:

  • Establishes direct operational instructions to ensure full compliance with labor hygiene laws and accident prevention regulations and risk assessment documents by adopting precautionary measures dictated by job-specific characteristics, ensuring that all personnel on site comply with legal norms and those specified in risk assessment documents.
  • In accordance with company directives, collaborates in the development of the HSMP and is responsible for its verification.
  • Verifies the concrete application of the HSMP.
  • Collaborates in drafting risk assessment documents based on current legislation and verifies that the prevention and protection measures provided therein have been concretely implemented.
  • Immediately applies any directives issued by competent authorities regarding workplace safety and environmental protection, even if this entails temporary shutdown of installations, equipment, and work activities.
  • Periodically controls the effectiveness of accident prevention tools or measures and applies necessary vigilance to ensure their availability throughout the works.
  • Allocates workers' tasks considering their capacity and conditions, in relation to health and safety.

Requirements/Qualifications

  • Required education for the job.
  • Basic level: specialized higher education.
  • Professional experience: minimum 5 years.
